Exchanging with the press on the morning of January 30, Mr. Dinh Huu Phi, Director of the Department of Intellectual Property (Ministry of Science and Technology) said that in 2017, the number of protection titles granted to inventions was 1,746, an increase of 22.6% compared to 2016. In particular, the number of industrial design protection titles 2,267 increased by nearly 56% compared to 2016.

Mr. Phi said that in 2017, NOIP received 102.337 applications of all kinds, in which: 58.877 applications for establishment registration industrial property rights (SHCN) (up 1.1% compared to 2016), including: 5,382 patent applications; 434 utility solution menu (GPHI); 2,741 industrial design applications (KDCN); 43,970 national trademark applications; 6,219 international trademark applications registered through the Madrid System; 09 geographical indications (GIs); 02 applications for registration of layout design of semiconductor integrated circuits; 120 international registration applications originating in Vietnam (10 patent applications, 110 trademark applications).

The Department has processed 80,599 applications of all kinds, including 39,250 applications for establishing industrial property rights (up 1.0% compared to with 2016), among them: Accepting protection 30.106 SHCN subjects; denied protection 9.033 SHCN objects and 41,349 other applications.

The Department granted protection titles to 28,314 IP objects (up 9.4% compared to 2016), including 1,745 Patent Patents, 146 Patents GPHI , 2,267 Industrial Design Patents, 19,401 National Trademark Registration Certificates and accepted for protection of 4,745 international marks; 06 Certificates of registration of geographical indications and 04 certificates of registration of layout design of semiconductor integrated circuits.

The leader of the National Office of Intellectual Property also said that the increasing number of applications for registration of industrial property rights proves that the economy is developing and society’s awareness of this issue has been enhanced. In the coming time, this unit will focus on dealing with outstanding and unresolved applications.

Also according to the NOIP, in 2017, the Department received 1,318 complaints, of which 730 were eligible for handling and 548 applications were handled; received 318 applications for termination and invalidation and processed 251 applications. In addition, the Department has received and processed 160 official documents requesting professional opinions of IPR enforcement agencies; participate in activities to enforce and protect industrial property rights within the framework of the Steering Committee 389/TW; participate in the proceedings of 07 administrative lawsuits; answered 28 official documents of the Court, attended 20 hearings or conciliation at the People’s Court of Ho Chi Minh City. In 2018, this unit will complete to submit to the Prime Minister for promulgation the National IP Strategy in Q2/2018; focus on implementing tasks related to the amendment of the IP Law.

Promoting international cooperation activities to support the work of the Department and the IP system of Vietnam; complete the procedures for joining the Hague Agreement on international registration of industrial design; prepare to perform well the role of President of the WIPO General Assembly for the 2018 – 2019 term.

Improve IT capacity of NOIP to meet the requirements of NOIP’s work; simplify administrative procedures according to Resolution No. 36a/NQ-CP on e-Government; Improve the capacity and efficiency of industrial property application processing through capacity building and the completion of processes and procedures for the examination of industrial property applications; focus on handling deep-seated industrial property applications.

Promote the implementation of public IP services to support the transformation of IP rights of enterprises and organizations into important assets, contributing to the development of enterprises and the economy; actively implement the Scheme on forming a Network of Intellectual Property Development Centers (IP-Hub); effectively implement the tasks of the Intellectual Property Development Program for the period 2016-2020; Promote the provision of industrial property information for research and implementation; building information products to meet the needs of different users.
